Wyoming
Wyoming has the smallest student population of any state — under 95,000 K-12 students — but some of the highest per-pupil spending, driven by coal and natural gas severance tax revenues that flow into the state's foundation guarantee. The Wyoming Supreme Court's Campbell County decisions (1995, 2001) established that all districts must receive equal education resources regardless of local wealth — making Wyoming's funding one of the flattest (least variable) distributions in the nation. The state's 48 school districts span vast geographic distances, with many small, tight-knit community schools in energy boomtowns like Gillette and Casper alongside ranching community schools on the high plains. Wyoming participates in the Smarter Balanced assessment and ACT (grade 11) and has resisted major expansion of school choice programs.
